Holley EFIMotor shut off after washing my windshield. Tested fuel pump, ignition, distributor, pour fuel down the throttle body and it runs for a few seconds. My ECU is marine grade, was new in 2003. What should I do?

Never going to believe this, but my son decided to try starting my Jeep and it started. Runs fine.
Does the C950 use relays to protect it from shorts? My theory is a relay tripped because of moisture.

I don't know of any such relay. You mean a circuit breaker? The C950 ECU hates electrical noise (EMI).
Ensure there aren't any high voltage wiring or components near the C950 ECU or the EFI wire harness.

I assume high voltage wiring includes plug wires and components like a coil, distributor?

Yes, absolutely. Those components can't be in close proximity to the EFI harness or sensors.
