I just got this Truck Avenger 470 and even though I have the idle speed screw is completely backed out, it still idles. The choke plate is open. I've checked for or vacuum leaks and didn’t find any. What else could cause this?

What engine is this fitted to? Can you check to see if the secondary throttle closes correctly, and stays closed? Gary
It's bolted to an AMC 258 (more like a 267), with an Offenhauser 4BBL intake. I can get the vacuum secondary plates to move a little, then I pushed them closed with a screwdriver to make sure they were closed. I was able to stall it out. But every time I hit the gas the choke reengages and stays on, even if I blip the gas. And the electric choke is unplugged.
