Yes, that's a fresh built engine. It's a fresh built engine. I don't have another carburetor to try out, my engine is fresh built, good compression, that's sucks a new carb running like this.

I'd pull the metering blocks off, and look for emulsion bleeds not drilled. I think there's no air bleed correction happening. I've never heard of this happening with any carburetor, so I think you need to contact Holley directly. Gary

I sent a message to Holley tech hotline and I'm waiting for their response. Is it possible my air cleaner is too small? The diameter is 9.5 inches and the height 2 inches height.

Depending on what the filter element media is made of, it could be too small.
Drive the car without the air cleaner to verify. Gary
