I thought Cranking Timing with the TFI was non-adjustable at 15°?

If it's getting spark & fuel, have you tried holding the throttle wide open during cranking? Two months isn't very long, but old is the fuel? Try some starting fluid?

Good point on the Ford TFI Cranking Timing; it's actually 10°. Also, the engine won't start if the throttle (TPS Position) is opened beyond the "Clear Flood TPS" setting (in Engine Parameters).

I thought the Clear Floor parameter just shutdown the injectors. How would this keep a flooded engine from starting? Has worked for me.

It does. Try it, see if it works. I doubt the engine is still flooded each day he tries to start it (unless there's something seriously wrong with the fuel system).
