Mine pretty much does the same thing. I was getting a huge air noise at times. The IAC read 0%, but it sounded like it was stuck wide open. Then the idle gets stuck about 150 - 200 RPM higher than I have it set at. If I cycle the key it goes back to normal. I replaced the IAC. The stuck wide open IAC issue is resolved. The high idle problem is still there. I'll have to check my throttle blades the next time it does it.
Have you seen this? Specifically the idle speed curve at -40°F?

Not sure if the article is directed towards myself or other members who’ve chimed in with their own problems. 99% of the time I do not have issues with idle speed. It will idle right around my target speed +/-15 RPM. I did however, read that article before installing my Sniper as well as many of the other write-ups from that site and like them.

Do you have an adjustable linkage for the secondaries? Something like this?

I noticed when installing my adjustable linkage that if I set it to fully open the secondaries at WOT, there was a very small opening of the secondaries at 0% throttle, then they closed at ~10%, then opened at ~40%.
Probably not your issue, but throwing that out in case it helps you or someone else.
I moved my spark plug wires under my headers and yet again made sure all Sniper related wiring is no closer than 4-5" from the distributor or any ignition related stuff. I haven't been able to replicate the IAC event as of yet. When I look at my datalogs, they still seem jumpy, but may be normal. I zipped the shortest one I have from the last few days hoping that one of the experienced guys can get a look at it to verify whether things are looking normal or not. Thank You!
