It can, but it won't be "plug & play" because the old fuel injection harness doesn't connect to the new Holley EFI harness.

It's hard to say. Is this the 900 CFM (1¾" throttle blades) TBI unit with four 85 lb/hr injectors?
Is it worth buying if it is cheap enough? It would need to support 600 hp in a 496 BBC.
Are the fuel injectors in good condition? Is this the oldest unit without an IAC valve?
